Policy Beyond Counter-Piracy in the Gulf of Guinea

In recent years, much of the policy attention around maritime security in the Gulf of Guinea has prioritized approaches to combat piracy and armed robbery at sea - a critical piece of the puzzle. This policy brief provides recommendations which focus on the root causes of illicit maritime activities, including piracy and armed robbery, so that signatories and stakeholders of the Yaoundé Code of Conduct can holistically and comprehensively improve regional maritime security. These recommendations include improvements at the international, regional, and national levels to regional maritime enforcement capacity, fisheries, coastal welfare, and rule of law to disrupt illicit maritime activity in the Gulf of Guinea.
